High Level Normal Gear

Crafting with high-item-level gear, an affix can be granted with a higher affix level. Crafting with normal gear can save you the costs of obtaining your desired affixes. Normal gear with high item levels can be purchased from Trade House or obtained from the exchange with the Fate Cards dropped by Netherrealm Watchers after you defeat them.
