You need to use the Curse Skill, Ominous, to inflict Ill Omen on monsters.
You must equip the Curse Skill, Ominous, to inflict Ill Omen. Monsters affected by Ominous are inflicted with stacks of Ill Omen when taking Damage Over Time, Reaping Damage, Spacetime Turbulence Damage, and additional damage.
Raising the skill's level increases the Curse's Area and Duration.
Ominous occupies 1 Max Curse. To use Ominous with another Curse Skill at the same time, you will need to build your character to additionally increase Max Curse.
