Affix Upgrade can upgrade specificRandom Affixes on Non-Legendary Gear.
Upgrade consumes a certain amount of Flame Fuel and Gear Plasticity.
Max Affix Tier is affected by Gear Item Level.
Upgrade of a T1 affix will remove another Random Affix on the gear and consume all the remaining Plasticity.
Note that upgrading a T1 affix does not require the gear to have Gear Plasticity. In other words, gear with 0 Gear Plasticity is still eligible for T1 affix upgrade.
